Job Description and Tasks :

Provide A&AS support with aspects of Knowledge Management (KM)/web development and best practices for information sharing to support day-to-day operations, crises and exercises. Work shall include improving the digital production, business processes, and information flow including automating the collection, organization, dissemination, visualization, and archival of USSTRATCOM J2 products as well as improving the business processes within the USSTRATCOM J2 organization. The contractor shall support USSTRATCOM intelligence processes critical to near-term, mid-term, and far-term efforts for the Command, components, and other Department of Defense (DoD) organizations.

Job Requirements/Required Skills:

• Minimum of ten (10) years’ of experience as a Subject Matter Expert in Data Analysis and Front-End Development. The government expectation for this position is that the contractor shall be able to work independently with minimal oversight, is innovative and a self-starter, flexible, articulate and an effective communicator, both written and orally, providing thorough and completed projects that may require only minor revisions and editing.
• Minimum of ten (10) years’ demonstrated experience supporting office and business process automation using a variety of business productivity tools such as O365 or similar to collate data and streamline processes.
• Minimum of five (5) years’ cumulative experience creating custom code using a combination of 3 or more of the following: HTML/HTML5, JavaScript, CSS, AJAX, JSON/JSONP, REST calls and/or jQuery to enhance and create web pages, web sites and web parts in order to streamline processes, visualize data, and share information.
• Minimum of three (3) years’ experience creating, reviewing and re-organizing websites to increase the organization’s information sharing, dissemination, collaboration and decision-making capabilities.
• Minimum of three (3) years’ experience using SharePoint 2019 / O365 development experience, knowledge of SharePoint 2019 / O365 and Software Development Lifecycle or Systems Engineering Lifecycle. Contractor shall demonstrate experience reviewing existing code and configuration to determine how to best troubleshoot and make enhancements.
• Minimum of three (3) years’ experience working with SharePoint 2019 / O365 out-of-the box capabilities to improve and enhance website functionality as well as using SharePoint 2019 / O365 to develop workflows and web parts.
• Minimum of three (3) years’ experience with all aspects of SharePoint 2019 / O365, including roles, permissions and hierarchy, taxonomy, infrastructure design, metadata and search, SharePoint 2019 / O365 services, SharePoint 2019 / O365 Designer and InfoPath.
• Minimum of three (3) years’ experience conducting customer surveys to gather feedback and requirements in order to improve processes and applications to increase information sharing and collaboration among geographically separated organizations.
• Minimum of three (3) years’ with analysis, problem solving, and the ability to troubleshoot technical issues associated with individual web development efforts, web page rendering, latency and authentication/access issues.
• Minimum of three (3) years’ experience performing administrative duties in a joint environment. Contractors shall possess experience with Microsoft Office applications to include Word, PowerPoint, Outlook, Excel, and SharePoint 2019 / M365 or later, as well as experience or training administering web services for information management and knowledge management functions.
• Minimum of three (3) years’ experience providing training and educating customer base on existing, newly established, and implemented applications, to include documentation such as training materials, Standard Operating Procedures (SOPs), and flowcharts.
• Minimum of three (3) years’ experience using technology to streamline unique business processes for the overall benefit of an organization. Demonstrated experience with Information Management (IM) / KM intelligence tools, processes, and activities is highly desired.
• Minimum of three (3) years’ experience communicating with senior ranking government and military officials. Experience shall demonstrate ability to deconstruct complex technical theories into understood concepts.
